With the entry into force of the PCT and Budapest Treaty in Brunei Darussalam, it is noted for the possible increase in applications and that it would raise the desire to enhance and increase the level of services to be made available to our innovative creators.
Hence, we should not be complacent and continue with our efforts to promote the importance of IP and the need to enhance its protection. This was emphasised by the Attorney-General at the Introductory Seminar On the Patent Cooperation Treaty, P.C.T. and Budapest System, BEDB-WIPO.
Yang Berhormat Datin Paduka Seri Hajah Hayati Binti Pehin Orang Kaya Shahbandar Dato Seri Paduka Hj Mohd Salleh said that Intellectual Property rights covers a whole range of issues, it is not enough that IP is registered. Enforcement of these IP rights are just as important, as well as awareness of such rights. The Attorney General also urge other relevant Ministries and agencies to play an active role along side the attorney chambers and BEDB. For example in other jurisdictions, ministries responsible for trade have undertaken the responsibility in promoting the importance of IP for business development. Similarly for traditional knowledge, genetic resources and traditional cultural expressions, the relevant ministry responsible for preservation and protection of cultural heritage also take a more proactive role. A new international instrument is being considered at the WIPO as such for Brunei Darussalam a national position on this issue is becoming very important.
The participants from local law firms, SMEs, business incubatees, inventors, researchers, Institution of Higher Learning (IHLs), diplomatic missions and relevant government departments attend the one seminar. With the implementation of the PCT system on 24 July 2012, local applicants can simultaneously seek patent protection for their inventions in 145 PCT-contracting countries. The PCT provides a useful alternative route for patent applicants filing an "international" application for their inventions by filing I one PCT country. Aside from its convenience, when used strategically, the PCT system provides users of the system a competitive edge.
