The Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam is committed in supporting the growth of the refining and petrochemical industry, with the aspiration of increasing its competitiveness in the market. This includes continuing to collaborate in building the capacity for sustainable growth while jointly working towards achieving the country's national climate goals. Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yusof, Minister at the Prime Minister's Office and Second Minister of Defence stated the matter at the signing ceremony on the Implementation Agreement for the Pulau Muara Besar, PMB Phase 2 Development Project with Hengyi Industries Sdn. Bhd. The ceremony was held on 8th November afternoon, at a hotel in Jerudong.

The ceremony continued with the signing of the implementation agreement for the PMB Phase 2 development project and the Memorandum of Understanding for Joint Collaboration Programme between Universiti Brunei Darussalam and Zhejiang University. The signing was witnessed by the Minister at the Prime Minister's Office and Second Minister of Defence, as Co-Chair of the PMB Development Steering Committee, Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy as Chairman of the Foreign Direct Investment and Downstream Industry Steering Committee; Yang  Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid, Minister of Development as Co-Chair of the PMB Development Steering Committee and Mr. Qiu Jianlin, Chairman of Zhejiang Hengyi Group Company Limited and Chairman of Hengyi.
