The Legislative Council's membership in the Inter-Parliamentary Union (IPU) and Commonwealth Parliamentary Association (CPA) were the first proposal raised. Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Awang Suyoi bin Haji Osman in raising the proposal shared that the Legislative Council has for years been an observer member to the IPU and CPA .

Yang Berhormat said full memberships in the IPU and CPA is a strategic measure in line with the country's aspiration to strengthen the role of the Legislative Council as well as to enhance the country's parliamentary performance on par with other parliamentary systems.
