Prayer is not just a mandatory requirement, but is also a key instrument in instilling discipline, noble character, and trust values in carrying out daily responsibilities. The matter was among those highlighted in the talk during a Religious Ceremony in conjunction with the Isra' Mi'raj Celebration of the Ministry of Home Affairs. It coincided with the recitation of Special Doa for the Health and Well-being of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Present was Yang Berhormat Dato Seri Setia Awang Haji Ahmaddin bin Haji Abdul Rahman, Minister of Home Affairs. The Special Talk titled "Sembahyang Teras Modal Insan Cemerlang" or "Prayer as the Core of Excellent Human Capital" also emphasised the importance of the event of Isra' and Mi'raj as a lesson in upholding prayer as the basis for the formation of one's personality. The ceremony was conducted by the National Disaster Management Centre.
