The Brunei Internal Security Department, BISD, has imposed Detention Orders pursuant to Section 3(1)(a) of the Internal Security Act, Chapter 133, upon six local nationals for engaging in activities assessed to be prejudicial to national security.

 

Investigations conducted by the BISD have established that Mohammad Aizan Bin Mat Zaini and Haji Bahrum Bin Haji Ludin, both operating as unregistered freelance agents, had conspired and abetted with four officers of the Department of Immigration and National Registration, namely Sohardi Bin Samad, Haji Jaludin Bin Haji Jumat, Ramli Bin Haji Abu Bakar, and Mohammad Faizal Bin Haji Ishak, in carrying out activities in contravention of the laws of Brunei and the regulations of the Department of Immigration and National Registration. All six individuals have been found to have been involved in assisting foreign nationals in evading legal action for overstaying in the country or for possessing travel documents that have been revoked or rendered invalid. They were further found to have utilised counterfeit stamps and official stamps of the Department of Immigration and National Registration in an unlawful manner, and to have imposed charges or exaction from the said foreign nationals.

 

Their activities, in addition to having the potential to undermine and compromise national security, are also detrimental to the image, integrity, and credibility of the Department of Immigration and National Registration as one of the agencies entrusted as the first line of defence of the nation in regulating the entry and exit of persons and the presence of foreign nationals within the country. Such irresponsible activities, if left unchecked, would afford opportunities for other subversive elements to infiltrate and depart the country with impunity and in circumvention of the law. Furthermore, such activities have the potential to facilitate organised criminal enterprises, including but not limited to human trafficking syndicates, narcotics distribution, the smuggling of prohibited goods, and the entry of foreign criminals seeking to establish a foothold in the country and exploit Brunei Darussalam as a base for criminal operations or as a safe haven.

 

The Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam hereby warn members of the public, and in particular officers and personnel of the Government, that the Government shall remain firmly committed in upholding the rule of law and addressing matters of integrity within the Civil Service. The Government shall not hesitate to take decisive and stringent action against any subversive elements that seek to exploit and undermine the laws of Brunei Darussalam and compromise national security. The Department of Internal Security wishes to remind and call upon members of the public to render their cooperation to the law enforcement agencies of the country by furnishing any information or intelligence that may pose a threat to national security. Members of the public may convey any information pertaining to matters assessed to be a threat to national security and public order by contacting the JKDN Hotline at 133 or by reporting directly to any branch of the JKDN throughout the country.
