The Penghulu and Village Head Institution is an important core of grassroots leadership, in jointly addressing the challenges of realising Wawasan 2035. The Permanent Secretary for Municipality and District at the Ministry of Home Affairs stated the matter while presenting Letters of Appointment to the Penghulu Mukims and Village Heads of Brunei Muara District. The ceremony took place at the Brunei Muara District Office in Berakas, 1st April afternoon.

Awang Abdul Walid bin Haji Matassan, also emphasised that the penghulu and village heads are called upon to understand and carry out their respective responsibilities with full dedication in playing their roles as drivers of transformation and well-being in their respective mukim and villages. Also present was Pengiran Ameer Mubaarak bin Pengiran Haji Hashim, Acting Brunei Muara District Officer.

Also held was the inauguration of the Penghulu Mukim signboards at several of the Penghulu Mukim residences.
